Nav Gui - Rules - Move Up and Move Down buttons.

I would like to suggest that we look into adding the "Move Up" and "Move Down" buttons to the rule condition section inside the rule properties window's General Actions and Condition tab.

This feature would allow the end user to quickly re-organize the logic. Specially after changes are needed to an already programmed rule.
Adding new conditions would be simpler if we could move things around.
Currently this is achieved by carefully using the insert button.

The buttons could look similar to what the user can find when working in the IO Device Properties. This feature would also be present in the right click contextual menu.
