Move Up/Dn Shortcut available in IO Master

When creating IO master modules or assemblies it would be helpful if Ctrl-UpArrow and Ctrl-DnArrow moved the modules, Functions, Events Etc up or down.  It is currently possible, but this requires lots of right clicking and scrolling the mouse.
