'Library Rules' / 'Rule Class' / 'Template Rule'

It would be useful to be able to define a 'library rule' or a 'rule class' or a 'template rule' that one could then call an instance of on device types with compatible actions.

Changes to the library/class/template rule would then be inherited by all instances on a rule re-sync. Would be cool to have the ability to define class and instance variables within the rule too.

  Coming from the concert touring side of things this would be huge. Despite the best laid plans after the first round of copy-paste-editing a rule I find myself going back to tweak rules to modify the actions or conditions. It would be great to only have to do this once and have it auto update the rest.
